1 Priority in live and collaborative documents

Least or much less dependence on static files should be observed and exercised.

2 Real-time reports

Progress reports and PAP (Program, Activity and/or Project) status should be available and accessible anytime and anywhere as they are needed with the least amount of human intermediation and intervention required. Reports should be generated and cascaded virtually and as instantly as possible when events and activities occur.

3 Collaboration and consensus

Consistency in decisions, analysis and evaluation through continuous and meaningful collaboration

4 Open source bias

Bias towards open-source paradigms and philosophies whenever and wherever available; this bias includes inclination on open-source economics, open science, open knowledge, open standards, open innovation and open-source governance; exercising a careful aversion against proprietary concepts or solutions

5 Contextualization

Providing sufficient context (associative relevance) in reporting, describing, labeling and when giving instructions; context = the circumstances that form the setting for an event, statement, or idea, and in terms of which it can be fully understood and assessed.

Contextualization should adhere to the principles of Proportionality in Data Privacy, such that the disclosure and processing of information should be adequate, relevant, suitable, necessary, and not excessive in relation to a declared and specified purpose. 

6 Honesty

Honesty is sincerity and reflects adherence to the truth.

7 Integrity

Integrity is the quality of having a strong moral sense of uprightness; wholeness, coherence and unity.

8 Transparency

Operating in such a way that it is easy and/or accessible for others to see what actions are performed; Transparency implies openness, clear communication, shared knowledge and accountability.  Methods and resulting data are aspired to become freely available, as long as security and protection of privacy are withheld.  Transparency also should support and be inclined with reproducibility, and, would best relate to both open source principles and citizen science.

9 Adaptability

Ability to change something or self to fit to or cope with environmental changes and disturbances.

10 Agility

Ability to react swiftly on circumstances presented.

11 Comprehensiveness

Widest coverage of scope and angles as much as possible in undertaking a task

12 Diligence

Careful and persistent effort; this is closely related to ensuring correctness and pursuing completeness of information towards completed staff work; subordinates are responsible for submitting written recommendations to superiors in such a manner that the superior needs to do nothing further in the process than review the submitted document and indicate approval or disapproval

13 Fidelity

Faithfulness in the transmission of information; we are seeking high fidelity and not low fidelity.  Information details and completeness should not change when it gets cascaded in any direction.

14 Discrete Precision

Ability to make accurate descriptions on reports and reporting mechanisms using distinct and irrefutable expressions; two components are expressed here: discreteness (wholeness that can clearly distinguish a whole from another whole) and precision

15 Tuning

Use of retrospective exercises for continuous improvement in self, in process and in tools, whenever available

16 Proactive

Risk mitigation, prevention of disasters, of myopia and of potential problems from occurring

17 ISO Readiness

Pursuit of QMS 9001:2015 adherence and usage of ISO dating and referencing systems

18 Resourcefulness

Ability to become productive towards team goals and objectives by sourcing out required materials, references, information, infrastructure and equipment by one’s own self or through others using creative means

19 Efficiency

Ability to achieve a goal or objective with the least waste, effort, or energy; using least amount of input to produce or achieve the required, desired or highest output levels

20 Effectiveness

Level or degree of quality with which a task or process is carried out that ultimately leads to higher overall business performance (does it do what it is supposed to do?); capability of producing a desired result or the ability to produce desired output
